Reforming minimum parking requirements is one of the most effective ways to support smart growth.

Richard W. Willson, Ph.D, FAICP, a professor in the Department of Urban and Regional Planning at Cal Poly Pomona, explained the problems created by the parking requirement status quo before presenting a step-by-step process for reforming minimum parking requirements. He also authored the books, Parking Reform Made Easy and Parking Management for Smart Growth.

Willson outlined a toolkit that planners can use to provide an analytic and policy basis for parking requirement reform, offer examples of supportive parking management tools, and discuss strategies for moving reform forward with elected officials and stakeholders.
